ROCK HILL — A proposed smoking ban would allow Rock Hill to stamp out cigarettes in city parks, precluding even the option of a dedicated smoking area, members of the City Council were told on Monday.
David Keely with the Tobacco-Free York County Coalition said 10 Cub Scouts collected this many cigarette butts in one hour in the playground area at Cherry Park.
